Public Notification: Service Line Verification
Moore Engineering will be conducting service line verification throughout the city from Monday, January 26, 2026 through Friday, January 30, 2026, between the hours of 8:00 a.m. and 6:00 p.m.
Moore Engineering staff will be working in pairs and will be easily identifiable by their orange safety vests displaying the Moore Engineering logo.
If the City has not yet received your Lead Service Line Survey, Moore Engineering representatives may stop at your home to assist you in completing the survey. This survey is required by the U.S. Environmental Protection Agency (EPA).
We kindly ask for your cooperation as this important work is completed. Your participation helps ensure accurate records and compliance with federal requirements.

CURBSIDE RECYCLING PROGRAM UPDATE
The City has approved a three-year contract renewal with Waste Management starting December 1, 2025. Rates are increased by $0.50: $5.00 to $5.50 for the first tote and $3.00 to $3.50 for a second tote. The new contract includes an opt-out option for curbside recycling. Residents who opt out must complete the form below; recycling charges and the tote will be removed from the property. For those of you that recycle more than your tote allows, you can request an additional tote for $3.50/month. Please review the forms below.

LANDFILL BURNING NOTICE
Beginning December 2, 2025, the city landfill will be burning trees. Please note that all emergency personnel has been notified of the burn and a permit has been approved by the state.
2024-2 Special Assessment notice to
casselton landowners
The Governor’s Drive Shared Use Path 2024-2 Special Assessments are available for payment without interest at the Auditor’s Office until Monday, November 10th, 2025 at 4:30 pm. After this date, the assessments will be sent to Cass County. Please note that your assessments may not be updated on the county site until after 2026. To view your parcels tax information, please click here.
Payment is not required to be made at this time and will be assessed to properties through the county for a 15-year term. This notice serves as a courtesy to all Casselton landowners that prefer to pay special assessments in full and is published in the Cass County Reporter. Email or other means of notification may not be given in the future, except publishing in the newspaper.
Winter Parking rules effective October 1
From October 1 of each year until April 15 of the following year, within the area of the city outside of the central business district it shall be unlawful for any person to park any vehicle or trailer on any north-south avenue between the hours of 1:00 a.m. and 7:00 a.m. on Mondays, Wednesdays, Fridays, and Sundays, or on any east-west street between the hours of 1:00 a.m. and 7:00 a.m. on Tuesdays, Thursdays, and Saturdays. Any vehicle or trailer parked in violation of this section is hereby declared to be a public nuisance and may be impounded by law enforcement.
No parking is allowed on Snow Emergency Routes, which are signed.

NOTICE IS HEREBY FURTHER GIVEN that on October 9, 2025, at 7:00 p.m., the Special Assessment Commission of the City of Casselton, North Dakota, will meet at Casselton City Hall, 702 1st St. N, Casselton, ND 58012, to hear objections which may be made to any assessment in the foregoing list by any person interested therein or by their agent or attorney.
Help Keep Mosquitoes Away!
ongoing reminder for residents
After the recent heavy rains, the City is asking all residents to check their properties for standing water — even small puddles can become mosquito breeding grounds.
Did you know? Mosquitoes can hatch in just 3 days and it only takes a bottle cap of water to hatch up to 200 mosquitoes!
Check these common spots for standing water:
Kids’ toys
Plant saucers
Bird baths
Pet water dishes
Wheelbarrows
Cups, cans, buckets
Low spots in your yard
Garden decorations
Clogged gutters
If you find standing water, please drain it or fill it in.
When you hear the mosquito truck coming, go indoors. If people are outside, the sprayer will be turned off.
Tree Trimming must be completed!
Trimming trees at least 8 feet above sidewalks ensures safe walking to school.
Trimming trees at least 12 feet above streets ensures visibility to signage and proper clearance for vehicles.
