Alley Garbage Collection resumes April 26
Beginning Monday April 26, 2010, the Public Works will resume alley garbage collection routes.
Water

If you have a water emergency after regular business hours or on weekends please call 793.0466. The City of Casselton has someone on call at all times.
Sump Pumps
Sump pumps within the City of Casselton MUST be draining into the storm sewer system and NOT the sanitary sewer system. This is in accordance with Ordinance #127. Violators will be assessed a fine of up to $1,000.00. The City will be inspecting properties at random. Residents with questions may call City Hall at 347-4861 or the City Shop 347-5521. NO EXCEPTIONS.
Water Rates
$16.00 - 2,000 gallons (minimum charge)
$6.50 - Each 1,000 gallons over minimum
Sewer Residental
$13.46 If previous year's average is 3,600 gallons per month or
less.
$22.76 If previous year's average is above 3,600 gallons per month.
Water/Sewage Automatic Payment
The City offers the automatic payment plan for your City utility bill. Download the automatic payment form in MS WORD or PDF format and return to the Casselton Auditor. The document would authorize the City to automatically withdraw your water bill amount from your checking or savings account. The funds are taken out on the 10th of every month. About 22% of all homes and businesses participate on this plan. You will still receive a utility bill each month in the mail.
Sewer Commercial
Previous year's water usage averaged, then divided by 6,000 an then multiplied by $22.76 equals the monthly sewage charge:

6,000 gallons is the average residental flow per residence as determined from estimate per capita in 1996, the year of the Lagoon expansion project.

Monday: West side of Langer Ave and all areas west of

Tuesday: East side of Langer Ave and all areas east of Langer Ave
Friday: Dumpsters and Cardboard dumpsters
Commercial: Depends on Dumpster size and amount of pickup times per
week.
Flood Control 2008 (Swan Creek Diversion) Assessments
The City Council approved the special assessments at last night's 2010 Final budget meeting. Listed below are your payment options. The Flood Control 2008 (Swan Creek Diversion) Assessment Roll was printed in the September 2, 2009 edition.
1. You may pay in full without any interest charges at the Auditors office between Tuesday, September 22 and Thursday, October 1st.
2. You may choose to pay a partial payment towards the assessment. The remainder will be assessed to the property taxes over 20 years period at 4%, however; the annual installment will be recalculated on the remaining balance.
3. You may choose to have the special assessment on your property taxes. This amount printed was in the Cass County Reporter will be assessed over a 20 year period at 4%.
North Dakota Materials Exchange

The North Dakota Materials Exchange Program is a free service hosted by the North Dakota
Department of Healths Division of Waste Management. This service connects individuals and businesses that have reusable materials with others who can use those materials. The goal of this service is ultimately to reduce the volume of usable items being discarded in area landfills.
Clean up week is May 3 to May 8 2010
- The landfill will be open for summer hours starting May 1 from 10 am to 5 pm (weather permitting). The landfill hours for clean up week are from 12pm to 9pm May 3 to May 7. Due to the weather, the Casselton Landfill will not be open May 8 for clean up week. We have rescheduled a free hauling day for May 15 from 10 am to 5 pm.
- THIS IS FOR CITY OF CASSELTON RESIDENTS ONLY.
- Residents will be allowed to bring items to the that can be accepted free of charge.
- Only residential trash will be collected. No commercial waste.
- All clean-up trash will be collected on the regular garbage pickup day only.
- All trees must be bundled and tied in 4-foot lengths; logs must be no more than 4 feet long and 10 inches across. Brush will not be picked up if not properly bundled.
- Place trash separating all items, away from the garbage.
- Items to be picked up are wood, metal, appliances, LIMIT OF 2 APPLIANCES PER HOUSHOLD and tires.
- No leaves, grass, or concrete, or porcelain will be picked up. These items must be hauled to the landfill.
- The Public Works Department asks residents to not put any pesticides, weed killers, or any other hazardous waste with your garbage. Paints to be disposed of, can be poured into cat litter and let dry, and then disposed of in regular household trash.
- Any other hazardous waste, including televisions and computers, can be taken to the City of Fargo Household Hazardous Waste facility, located at 606 43-1/2 ST N, Fargo ND. The hazardous waste facility is free to Casselton Residents if you bring your water bill from the City of Casselton along. There will be a charge for items that contain mercury.
Trash Regulations
No lawn/garden waste, shingles, oil, paint, branches, wood,
cement, sheetrock, or metal.
All above items except paint and oil can be disposed at the
Casselton Landfill.
No 55 gallon drums. Maximum 32 gallon containers. 75 lbs maximum weight.
Dumpsters must have lids and be placed on a hard surface.

Saturday 10am - 5pm
Closed during winter season and when wet conditions affect the access road.

Recycle Program
Recycling Dumpsters are located on the 800 block of Front Street just south of the Vet's Club and on the 600 block of First Street South East of the Nickl Park. The Recycling program accepts:
- Aluminum beverage cans
- Yes - Clean aluminum beverage cans-Please separate aluminum from steel and tin cans.
- No - Dirty cans, paint cans, aerosol cans, aluminum foils, pie pans, and scrap metal.
- Steel and Tin cans
- Yes - Clean steel and tin cans. Please separate steel and tin cans from aluminum cans.
- No - Dirty cans, paint cans, aerosol cans, aluminum foil, pie pans, and scrap metal.
- Corrugated cardboard
- Yes - Corrugated cardboard boxes. It is helpful to slit the seams and flatten.
- No - Please no beverage boxes or shoe boxes, Waxed boxes, Chip board and paper boards such as cereal or tissue boxes.
- Newspapers
- Yes - Newspapers along with inserts, shoppers and publications printed on newspaper stock. This includes anything delivered in your daily paper.
- No - Catalogs, Junk mail and construction paper
- Glass
- Yes - Any color glass, with all covers removed..
- No - Porcelain, Glass insulators, and tempered glass.
- Magazines
- Yes - Magazines with glossy pages.
- No - Phone books, catalogs over 3/4 inch thick, books, or junk mail
Dog and Cat licenses
Please remember to license your dog or cat!
- Dog licenses are available at the Casselton City Hall for the fee of $4.00 annually.
- Dog at large is defined as a dog that is off the premises of the owner and is not under the control of the owner or a member of his immediate family by leash, cord, chain, or otherwise.
- All dogs found running at large, are subject to impound and the owner of said dog is responsible for all fees associated with impoundment. The owner will be cited into Casselton Municipal Court and MUST APPEAR at the schedule court date and shall, upon conviction, be punished by a fine not to exceed five hundred dollars ($500).
Building Permits
Spring is just around the corner. Get your building permit now so you are ready to build this spring!!
Building permits are available at the Auditor's office and Moore Engineering Inc. Permits are required for:
- Additions, Sunrooms, Covered Porches, Decks
- New Garage / Alteration to existing garage
- Driveway
- Gazebo or Arbor
- Mechanical
- Sheds
- New Window and Door (if there is a change in the opening size ) if there is no change in the opening size when replacing windows and doors, no permit is required.
- Interior remodeling if there is a change in the structural element within the structure

Swan Creek Dirt
If you can think of anyone or entity that would be interested in dirt from the Swan Creek Diversion, please let me know. Word of mouth is the best advertising to move the dirt!
Elections
City elections are coming up! If you are interested in running please stop
in and pick up a petition. They are due back at the Auditor's office by Friday, April 9th at 4 p.m.
