City of Casselton Snow Removal Policy.

- With a normal snow fall (1" to 6", with little winds) it will take approximately 10 to 12 hours, to completely open all streets in the city.
- With a heavier snow fall (4" and up, with heavy winds) it will take approximately 14 to 16 hours, to have all streets with one lane opened completely. It could take up to 48 hours to have all streets completely opened, and intersections cleaned.
- The end result of snow removal for the city is to have all streets, all alley's, and all snow hauled off the business district.
- Snow removal will start as soon as possible, as determined by the Public Works Department. Work can start at any time of the day or night, and will continue until completed.
- As soon as all streets are cleared, the sand trucks will start sanding intersections, not all intersections will be sanded if not necessary.
Snow removal will be carried out as long as current budget allows it to. The City Council may at any time appropriate more funds for snow removal.
Procedure Manual
The policy statement covers most snow removal operations, keep in mind that there may be cases where excessive amounts of snow may already be on the ground, severely complicating plowing operations. If this is the case snow removal may take considerably longer, also there may be isolated areas that may take considerably longer to clear. This is a best guess, as far as timing is concerned with clearing the streets.
Priorities of snow removal are
Two plow trucks, motorgrader and a payloader will all start at the same time.
In the event that a snow storm is severe enough, that the plows can't keep the emergency routes opened, the Public Works Supervisor may determine to pull the plows until it lets up. That information will be passed on to the public, through local radio stations.
- The first roads to be opened up will be the snow emergency routes with 2 plow trucks together.
- The snow emergency routes are, Langer Ave., 5th Street N., 2nd Street N., and 1st Street S.
- Once they are opened one truck will start clearing North of Front St to 5th St N.
- That truck will start clearing the Avenues, generally starting on the east side of town and going west.
- Then that truck will clean the streets, generally from Front St North to 5th St N.
- When done cleaning all streets the truck will sand intersections.
- The other truck will start on the South side of Front St.
- It will do the SW part of town.
- Then do the SE part of town.
- Then do Fairway Drive, Cottonwood Drive, and Morningside Addition
- The final area to be done will be the Industrial Park area, and Maple River Grain road.
- When done cleaning all streets the truck will sand intersections.
- The motor grader will start windrowing snow from business streets for removal. There are certain streets that have the snow removed, there is no set route to do them
These are the business streets the snow will be hauled away.
- 5th Street North from Langer Ave N. east to 9th Ave N.
- 6th Ave N from 1st St N south to BNSF railroad.
- 8th Ave N from 1st St N south to BNSF railroad.
- 1st St. N from 6th Ave N east to 8th Ave N.
- Front St from 5th Ave N east to 9th Ave N.
- Langer Ave from 2nd St N south to 2nd St S.
- After the snow is wind rowed, the snowblower will start loading trucks to haul out snow, the trucks will dump in the gravel area south of Front St from 5th Ave N., to 3rd Ave N.
- While the motor grader is windrowing there will be two loaders cleaning city parking area. City hall. Fire Dept., ambulance garage.
- When done one loader will start cleaning alleys in the business district and the other in residential streets.
Clearing Sidewalks
The City of Casselton requires that owners and occupants of properties that have a sidewalk must clear the sidewalk of snow and ice, and shall after every snowfall clear the snow from the sidewalk within 24 hours. Violators may be cited into Municipal Court or the City of Casselton may clear the sidewalk at the property owner's expense.
Winter Parking Rules
City of Casselton ordinance prohibits parking on all city Streets and Avenues during periods of snow removal. Vehicles parked in violation may receive a ticket. Vehicles which have not been removed within 12 hours of the issuance of a ticket may be impounded and towed. The fine and penalty for violations of this ordinance is $25 plus any towing charges incurred by the city.
Public Works Procedures
The equipment used for snow removal shall be ready for operation no latter than 25 Oct each year. To accomplish this Public Works personnel will have to inventory parts needs for equipment around 1 Aug, of each year. Equipment to be prepared for use are wing mounted on motor grader, sander mounted on truck, snow sides installed on all snow hauling trucks, maintenance that is needed, is preformed on all equipment, all lights and safety items are check, and all cutting edges are of good service.
